ok, here's my theory: the graphics people made a periscope at first, to give Hal his eye. someone either said "that's a mixed metaphor; is it an oven or is it some kind of submarine? it's cleaner without it" or perhaps "that's just going too far in the phallic direction, reel it in guys" and they settled on leaving it in as a one-frame "subliminal" joke.
